navajo: Check whether keys are disabled within each primitive's ops #32

The expected behavior for disabled keys was changed. Keys that are disabled are now treated as though they do not exist except the error should reflect that the key is disabled.

  • Update logic to check for disabled keys
  • Add explicit variants to errors to represent the key is disabled.
