How to compute Hindu luni-solar calendar details? #6

I want to calculate following details in Hindu calendar:

sunrise
sunset
moon rise
moon set
masa
sanvatsara
rutu

The detailed implementation is given in python on github link:
https://github.com/webresh/drik-panchanga/blob/master/panchanga.py

I want to implement the same thing in php.
How to go ahead?
