Add dropdown menu for Chi-Eng-Mode toggle key (#167)

* Allowing Caps Lock and Shift as Chi-Eng-Mode toggle key
   at the same time often causes chaos during inputting
   and ruines user experience, so we use dropdown menu to
   simplify the use cases.

 * Separate Shift-L and Shift-R as some users need.

 * Update zh_TW translation
