Upload Cellid, Wifi and Bluetooth to Opencellid and beacondb

It would be interesting if the collected data could be uploaded to Opencellid and beaconDB.
Like Neostumbler or Towercollector

I have been considering this for a while now. To accomplish this I need to start logging to an internal database in the app so that I can keep track of the "uploaded" state of each individual record. Nothing that crazy, but it requires a bit of work.

I will get to this but it will be a while because I am working on a different app at the moment that has take a lot more time than I would have expected. I am hoping to wrap that up soon and get back to Network Survey changes.
