[Spanish] Error with translation "and": 'y' -> 'e' before 'i' or 'hi'

Problem in automatic translation of word 'and' between authors in citations in Spanish.
Before an author's name beginning by 'i' or 'hi' the conjunction 'y' ["and"] should be replaced by 'e'.

Ex.
**Blanco y Hidalgo, 2002.
**Vega y Ibañez, 2010.
should be written:
Blanco e Hidalgo, 2002.
Vega e Ibañez, 2010.

Using "y" before an I sound reads as wrong in Spanish as e.g. "a" before a vowel in English, so I'd be surprised if this were ever used. Would be great to adjust in processors. The logic, unfortunately, goes (just as it does in English) by the spoken sound so it's not trivial:
Generally "e" is used before "I" and "Hi" but it is not used when the I is part of a spoken diphthong (e.g. Hierba - spoken "Yerba") and it is used before Y when spoken as an I ("Taller e Yglesias"). It might be possible to write something that gets this right consistently, but just do I and Hi would give you 90%.
