Income Source in a PDF should populate with label used in the web application form

When a PDF is populated with the source of income, the values that are used look like tags instead of a human-readable version. For example, instead of "TANF/Government Assistance" which is used as a selectable income source in the web application, the PDF gets populated with "government_assistance."
