What:

Taken from cms-sw#40590.

Failures have been noticed for displaced SUSY phase 2 samples. Local cmsDriver usage says the error has been tracked down to L1FPGATrackProducer:l1tTTTracksFromExtendedTrackletEmulation

A stack trace further traces this down to PurgeDuplicate::execute in cmssw/L1Trigger/TrackFindingTracklet/src/PurgeDuplicate.cc and potentially at line 180 here:
