Non-npm package support

Packages not hosted on npm are currently not treated differently from packages on the npm registry.
Packages not hosted on npm include packages hosted on GitHub, local .tar.gz files, relative paths, etc.

As a first to better handle these packages, we could highlight them in the package list and disable features that are irrelevant. For example, disable package updates for packages in .tar.gz file.
