Admin can edit precinct information and incident types #71

The admin user should have a dedicated admin dashboard for generic settings in the platform.

In the SETTINGS menu item the admin can see the editable content of the incident form which is as follows:

add a csv/xlsx file containing the precincts information (this is related to backend issue Enhance PrecinctController with endpoint to add precincts monitorizare-vot-votanti-api#27)
display and add the list of incident types in the platform (this is related to the backend issue Edit the type of incidents available in the application monitorizare-vot-votanti-api#28)

The information will be available on the frontend form in the "Sectia" and "Tipul sesizarii" fields. Please check the image below:
