Add channel for rubocop 1.30.0

Hi,

I understand from #308 creating new channels is complicated, but it has been half a year since the last update. Could you possibly add the latest versions of rubocop? There are some substantial improvements since 1.23.0

We have a code climate subscription, should we open a ticket somewhere else to get resources allocated to this?
