Change "trouble finding card" message to "you've entered a non-working card" message

Right now, if California's system responds:

the number you have entered is a non-working card

then we tell the user:

I'm sorry, that card number was not found. Please try again.

We should make this more accurate and tell users that the card appears not to be working, maybe even telling them to call their county if they need to use their benefits. To start, maybe we should say:

I'm sorry, it looks like the card # you entered is not a working card. Try sending it again, or call your county office if you're having problems with your benefits.
