Docker-based environment for CodeScout

- Docker
Make sure you have latest Vagrant installed. Clone repository and start VM:
vagrant up
After VM is created an provisioned make sure to reload the box:
vagrant reload
Connect to the VM via SSH and change directory:
vagrant ssh
cd /codescout
Use the following commands to build and test docker image:
make build - Fast image build (using cache)
make build_clean - Build image without cache and remove intermediate containers
make test - Start a new shell session from built image
make tag - Tag a new image for release
make release - Push image to docker index
make clean - Remove image and all containers
