FilterFlateDecode: invalid stream data error #62

When I try to Merge data with this pdf file https://dev-sdge-esp.pantheonsite.io/modules/custom/sdge_generic/SDSEP_reservation_request_form.pdf I get "FilterFlateDecode: invalid stream data"

I have fixed the file with pdftk file output file2 but still getting this error.

Hello, were you able to solve the problem? I have the same error and I have not been able to solve it.
