Feature Description

new dependency management ui
the current solution locates the dependencies in the sidebar, which suboptimal when using that feature a lot.
the dependencies need to be moved directly below the issue summary and description.
at the top there will be a new button for creating a new dependency there will also be
below that will be a groupable/orderable list of existing dependencies (dependency type, labels, project, milestone, summary)
