Describe the bug

Upgrading from 17.3.1 failed since postgres refused to run because the data is created in version 15.

Reproduction steps

  1. Upgrade to 17.3.x
  2. Upgrade to 17.4.0
  3. profit?

Expected behavior

Should use postgres 15?

It's not just the PostgreSQL version which is downgraded, an older chart version is used for PostgreSQL.

Looks like this is an accidental change because some commits bumping the PostgreSQL version are missing from this release tag and the release branch (for e.g. bumping to 11.9.8)
