Use soci-snapshotter for ECR lazy loading

Is your feature request related to a problem? Please describe.

Would it make sense to integrate soci-snapshotter into here so that the creation and uploading the indexes is automatic, when pushing to ECR? The startup benefit to ECR based deploys seems to be significant. Or would we have to do this out-of-band, if this was not acceptable here?

Make https://github.com/awslabs/soci-snapshotter an additional dependency and have it create and upload the related soci indexes, if a flag is passed OR if the repo is an ECR repo.
