Create cluster bootstrap make target #10

To bootstrap a cluster there are a few manual steps such as setting up tfvars and initializing terraform. We should have a make target to do this, prompt you for values and stand up a cluster then install all the kyverno policies so that you have a sandbox cluster ready to try out
