Currently, the ICU capacity is set as a share of the total population. E.g. in Germany there are 40,000 ICU beds for 80 Mio. people which is a share of 0.0005.
If the number of ICU patients exceeds the capacity, the patients will die.
Describe the solution you'd like
Of course, the ICU capacity is not constant and we could implement varying capacities with a model similar to varying processing capacities for tests.
Further extension would also allow for:
Including other covariates of the health care system (number of workers, etc.)
Separating hospitalization and ICU. Maybe even ventilation.
