Fails to install the build_requires modules from the META.yml file
before running Makefile.PL. This leads to ExtUtils::MakeMaker failing

Back in the RT thread in 2008 (!), @xdg promised to raise this issue on the cpan-testers-discuss mailing list. He did so, starting here. My reading of that thread is that there was no strong support for exposing tester ID as an environmental variable, and that both @xdg and @barbie had strong objections to that.

Unless someone else wants to pursue this, I recommend that this 15-year-old ticket be closed.
