Almost same report classified as FAIL and as UNKNOWN [rt.cpan.org #40077] #51

I attached two reports for the same distribution with the same error.
The only difference is that for one report an older Test::Harness is
used, which doesn't output a test summary. So one report was classified
as UNKNOWN, and the other as FAIL. I think by regexp matching it should
be possible to make the UNKNOWN case into a FAIL, too.
