Add Github Action(s) for Recommendation Testing

We previously used Thunder Client, but that is no longer available as a free service.

Ideally, the process should include:

• Build the IG
• Run the refresh script
• Spin up a CDS Service
• Load the test scenarios
• Run the scenarios and display any failures
• Additionally, it would be awesome if we could create badges on the home page displaying the QA results (Errors, Warnings, and Broken Links)
