There are some important keys missing for WSUS clients to avoid connections to internet Windows Update servers

DoNotConnectToWindowsUpdateInternetLocations
DisableDualScan
Window Update will still connect to Microsoft servers for certain operations if these are not set to 1

There are number of other settings introduced with Windows 2016 and 2019 that are not present in the cookbook. Suggest reviewing policy settings from
