Leech touch cells

Here's a great set of data on the spiking activity of leech touch cells. It'd be great to do a detailed mapping between this and the encoder, and looking and population decoding using a very small number of neurons

It's an interesting example of the rate code vs timing code and might be good to have a clear example of how we handle that in Nengo. :)
