No user image shows up in the activity feed for comments from users outside of CAC. Perhaps we should implement a default image for non-logged in users for consistency’s sake?

I'll look into how hard this is. cc @sheesh

I've addressed this for CAC by re-using the default avatar code we show on My Commons.

Let me know if you want the avatar to be different.
