install_marx move to https from ftp? #564

@hamogu , looking back over my emails from last year there was talk of eventually moving marx from an ftp server to an https server (email dated 2020-12-09). This is just a place holder that if/when that happens, then install_marx will need to be updated to use https.

Since I did not release marx at all, I have not moved anything and, in fact, had forgotten about it already. It's issue 42 (an appropriate number) here: Chandra-MARX/doc#42

Or maybe we all move to conda and then it's just hosted in the DS conda channel!

marx is available on both ftp and https now. So no need to fix, but users report that ftp connections time out more often than https.

On the other hand, in the new conda-only scheme, can we just tell people to use conda to install marx and remove the install_marx script altogther, which would close this issue?
