DM Issue:NPC Diguise Coloring via different color shirt

There was a time i could put on any color shirt and disguise myself as any npc and the color from the shirt i was wearing would reflect on the npc/monster i was disguised as.
Now, only npc/monster i can color is the Riija Monk. All other npcs do not color like Johan and Afi the wise man in west jasper.
There was only one other i found that did color and that was the assassin. It still works but only will go black which is default or purple. Not the color of the shirt.
