Convert top-level XML element to SON #1

A first method that will convert the top level simulation element from XML to SON.

This should include all the metadata/proprties of that top level element, but not any of its children

  • load XML into dict
  • process optional and zeroOrMore and oneOrMore
  • cleanup @ symbols
  • write dict to JSON - is this good enough?
