General description of the proposed functionality

When submitting a new issue it might be useful to understand and gauge the issue contributor's interest in resolving the submitted issue. This could be as simple as a checkbox indicating that the person is or is not interested in submitting a PR to help address the issue. Including this could provide a warm welcome for code contributors, especially (but not only) those who may be new to the project.

An example of this feature in the wild can be seen from the SQLFluff repo enhancement template.
