Explain why notifs should be on if user does not accept on request #7

On the first launch, the user will be prompted to accept receiving notifications.
If they refuse, display a popup explaining that it is used to inform them of recording releases and ask them to turn it on in their notifications centre.
Have this message in the settings view too.
