Partial waveshare 2.7 pHat

1. Install library https://github.com/elad661/rpi_epd2in7
2. Set distplay in config.toml ui.display.type = "waveshare27inchPartial"

P.S. If anyone can rewrite my code in better way (I just spend a few hours for this project), I will merge it!
