change "new stream" and "new dm" icons

Currently we have different icons in different places for creating a new stream\ a new dm:
In the web inbox\feed:

In the mobile inbox:

In the mobile feed:

We want to change all of those to be the same "+" icon without gray background (what we have in the mobile feed)
And also make sure to add hover response with the gray background.

In the mobile inbox I still see this

• please change this bubble icon to the plus
• similar in the inbox on mobile in v04, we also need the mobile changes there
• similar in the feed on mobile in v04
