How many shared utilities do we want to call from the CLI? Is it worth putting them under their own subcommand?

Essentially, thinking about where we want to put #78. If that is the only one, it could potentially just live under uniwig.

#78 Feels specifically a uniwig thing -- but I think that I see what you're getting at where it should maybe live under a gtars utils <name> API...
