build.yml uses an obsolete version of actions/upload-artifact, and ember_test.yml and cypress_test.yml both use an obsolete version of actions/download-artifact. Update all to latest v4.

NB: There are brownout times that will cause these workflows to fail on Jan 9th, 16th, and 23rd
