Why aren't my CSS changes taking effect?

I made changes to /themes/paris.css and, for example, adjusted the color of a link (line 14) to my liking.
Do I need to do anything else for the changes to take effect? I don't see any changes on the page despite reloading.
(Yes, Paris is the active theme.)

As far as I see that should do the trick. Maybe you need to clear your browsers cache to see changes.
