Populate DOB (and 18th and 22nd birthday) on record summary from Petitioner Info #494

Now that records are imported from Portal, there is no DOB to use for DOB, 18th birthday, 22nd birthday on the record summary and they are all blank.

We should use the DOB from the Petitioner Information if it is provided and populate the three DOB-related fields on the record summary.
