Add LRU Wrapper with usage metrics for Catalyst Caches

Currently, we lack insight into the usage of the caches implementation residing on the Catalyst. It would be extremely beneficial to incorporate a Least Recently Used (LRU) wrapper that tracks metrics about the cache usage. By doing so, we can make more informed decisions when configuring each cache, optimizing their performance.

This can be a new WKC module.
