The answer is:

"Pela" in Spanish means to cut the animal hair or coat, for instance. In Portuguese is a preposition, like "By the Republic of Cape Green ...". I believe that it`s valid in Catalan too. Then, why do not return reliable to all.

In fact, only make sense in Portuguese and in Spanish, keeping sense, the phase should be "Por la República de Cabo Verde".
