Create a STAC tool

Create a tool to make STAC queries.

As a starting point, we can move the tool in this private repo here: https://github.com/developmentseed/haystac - of course, that's a very bare-bones starting point - we will want to explore implementing more complex queries, teach it CQL2 syntax, etc.

@batpad Sajjad has most of the code implemented in the haystac repository, we have to port this to the LLLLM toolkit.

@geohacker will you have time this week to port this to LLLLM?
