[Windows] Bugged Game Browser #1012

The Game Browser seems to be very bugged, with glitchy-looking scrolling on account of the background seemingly not being filled in.

More visible version from using the Log tab to create a white space:

Standard issue Windows 10 Home, not running in dark mode. Has been present since the 1.16.3 relaunch.
