[Windows] CHD's that are created with cdzs (Zstandard for CD-ROM data compression algorithm) don't boot #1013

when using cdzs+cdfl compression algorithms (https://docs.mamedev.org/tools/chdman.html#compression-algorithms) to create chd's, the emulator can't boot the file

chdman createcd -c "cdzs,cdfl"
