Is your feature request related to a problem? Please describe.
Currently the login button is just greyed out locally, without giving developers any instructions on how to enable it.

Describe the solution you'd like
The greyed out disabled button should be replaced with a button saying Enable II login or smth similar. Clicking the button forwards users to the instructions explaining how to enable II login locally for candid ui. this includes the steps to deploy II locally and passing the correct query parameters for candi ui to refer to the locally deployed II.
