Tool templates

The xtypes library currently defines some useful tooling scripts (mostly in python) which would be also useful in other generated libraries. Most of them only needs to have the project dependent registry replaced and would work properly.

Therefore it would be beneficial if we not only generate the XType classes and python bindings but also generate the tool scripts by the xtypes generator.
