Description of Issue:
application crashes if the Math.csv file can not be opened.

Reproduction steps:

Remove Math.csv or deny the user access to Math.csv
Select any number of tags.
Press "Submit content"

Expected Behavior:
Application returns a list of links.

Notes:
N/A
