Description of Issue:
GetTags does not check to see if data in the Tags.csv file is properly formatted before using it.

Reproduction steps:

Modify the Tags.csv file so the data is not formatted properly.
Open up the website

Expected Behavior:
The tags will be displayed in a hierarchical order according to Tags.csv.

Notes:

The method is not used. Version two will need to correct this bug.

Corrupted data also include a blank line.
