Observation Side Bar

Create a component using Paper that will contain the list of of observations. This component will be a sister component of the map. The map and this component will share a selected observation, and should take an observation as a prop.

To Do

• Create Observation List Component with Paper container
• When no observation render empty list screen
• When user clicks on an observation on the sibling map screen, that observation details should be shown on this component
