the issue is that when we issue we just credit the issuer's account at the registry. in order to fully model the lifecycle chain, we'd have to also credit the registry's account at the issuer. that latter holding would then be used to generate the lifecycle payments from issuer to registry

Moved this to the daml-finance-app repo and added to the Daml Finance Delivery project so it appears on our board.
