Issuer has no validator for issuer property resulting in a 500 error

Passing a VC to the issuer with a property issuer that is not an string or an object results in the issuer returning a status code 500. Provided that the issuer property has been decided on, we should add a validator for issuer to /schemas and return a 400 status code (validator should handle that directly).
