Create workflow for how to report offers and handle reports

Motivation

The workflow of reporting issues isn't great at the moment. At the moment only board members have an overview of the reported offers. The offer provider themselves is not yet notified. For the board member it's only possible to reject the reported offer version and not all versions of that offer. However also the second use case is needed, because if an offer doesn't exist anymore but the offer provider didn't delete it, it's still visible and there is no way for the board members to control this.

User Story

As a board member I want to be able to ignore, decline single offer versions or decline all offer versions in one view. As a offer provider I want to receive a notification if my offer or a version of my offer has been reported (incl. the reason for it).

Proposed Solution

Come up with a workflow on how reported offers should be handled

This is probably something for @IsabellaTG. However this issue is not urgent at all and is not included in our release of the MVP.
