You haven't supplied much context, but for future readers experiencing something similar: I managed to solve it by deleting the 1-click droplet, and starting again with a clean droplet, then installing dokku.
At the time of this writing, Dokku 1-click comes with a very dated version of Dokku. There might be something deprecated going on. You could also try creating a 1-click droplet and immediately upgrading everything.
Installed server but when then go to the IP address of the droplet, it fails to connect. Tried several times.
