Assumption 4 - Based on the available reports on people displaced by natural disasters, people might want to return to their homes after the flood recession:
When floodwaters eventually subside after a period that may range from days to weeks, those displaced by the flood may want to return to their homes. The movement rules for returnees hasn't been developed yet, but we can develop it when we acquire some reliable data to validate it.
